It all boils down to market demand. NFL and all sports are watched mostly by guys. It is popular because it is considered a major professional league where the best players gather. Women being weaker than men, they can't perform at such a high level of competition. Women football league would be considered amateur compared to the level of competition in men leagues. Amateur leagues doesn't attract as many viewer as pro leagues and therefore they generate less revenue and advertisers are scarce.
Women could handle the hit and blows of football but they couldn't generate enough television revenue. Money is the game here. Popular women sports usually involves sexy outfit, men prefer watching sexy women and do not enjoy a women in a full padded suit.
