Obama is getting kudos for sending the military to Haiti. What if Bush had sent them to New Orleans?
Can you imagine the uproar if the Marines were used to help after Katrina? The cries against martial law! The media screaming fascist takeover! The usurping of local (democrat) power by the feds (republicans).
Bush repeatedly asked the Governor of LA for authorization to "federalize" the disaster response once it became obvious state & local government had been rendered incapable by the event. That would have allowed the use of active-duty military personnel and there could have been a response like you are seeing for Haiti.
Then-Governor "Blank Stare" Blanco (a Democrat) refused, and said she needed "to think about that for a day or two". It was five (5) days before the FIRST national guard convoy reached New Orleans. Hundreds of people died as a result.
It was why LA elected a Republican Governor in 2008.
